On May 30, 2026, the Harvard Business Review published a study on "Evidence--Based Discovery" (EBD), a methodology adopted by the UK Government Digital Service (GDS) to overhaul public sector procurement. EBD replaces traditional "Requirement Gathering" with "Hypothesis--Driven Funding Gates," where project budgets are released incrementally based on validated user research rather than fixed milestones. The study found that EBD reduced "sunk cost" waste in large--scale IT projects by 45% by enabling early termination of non--viable initiatives before full--scale implementation.
