On October 19, 2026, the U.S. Federal Communications Commission (FCC) Space Bureau granted nationwide regulatory authority to Globalstar, Inc. to operate its third--generation C--3 Mobile Satellite Services (MSS) constellation, for which MDA Space Ltd. (TSX: MDA) serves as the prime satellite manufacturer. The authorization permits the low Earth orbit (LEO) constellation to utilize licensed MSS spectrum to provide direct--to--device (D2D) connectivity to commercial smartphones across the United States. Under the operational framework, MDA Space is leading the manufacturing of the 48 authorized operational satellites, with initial constellation launches planned for 2027.
