On October 14, 2026, the Government of El Salvador and Spanish infrastructure group Cox signed an agreement establishing a $2.9 billion strategic investment program to modernize the country's energy and water infrastructure. Executed at Casa Presidencial by Salvadoran President Nayib Bukele and Cox Executive Chairman Enrique Riquelme, the public--private partnership encompasses four core initiatives: battery energy storage systems with an initial capacity of up to 500 MWh (expandable to 1,000 MWh), photovoltaic solar generation projects scaling up to 400 MW, a liquefied natural gas terminal integrated with a 380 MW combined--cycle power plant, and nationwide water and sanitation upgrades. The Salvadoran government will retain equity participation in the power assets to strengthen national energy security and positioning as a regional energy hub.
