On November 4, 2026, the European Commission officially adopted its 2026 Enlargement Package, evaluating governance and institutional reforms across ten candidate and potential candidate nations while setting out formal roadmaps to advance European Union membership. The strategic package introduced indicative accession roadmaps for four frontrunner nations—Montenegro, Albania, Moldova, and Ukraine—outlining benchmarks for legislative alignment and gradual integration into the EU internal market. In addition, following the completed transfer of local governance in northern municipalities, the Commission formally lifted its restrictive measures against Kosovo, re--engaging through the Stabilisation and Association Process Dialogue. The European Commission announced it will convene member states and regional partners at the EU Enlargement Forum on November 15, 2026, to deliberate on the implementation of these roadmaps and sector--specific integration initiatives.
