The framework introduces "Adaptive Contingency Triggers," allowing project leads to bypass standard bureaucratic delays and immediately access emergency funding when specific environmental stress markers are met. This methodology aims to improve the "Project Survival Rate" in emerging markets by shifting from reactive crisis management to proactive, data--driven resilience.
