PDP replaces deterministic project scheduling with "Stochastic Milestone Mapping," which utilizes Monte Carlo simulations to model project timelines based on historical experimental failure rates. The framework introduces "Failure--Adjusted Resource Allocation" (FARA), allowing project leads to hedge against technical dead--ends by pre--funding parallel research paths. This approach aims to reduce the "Innovation Lag" common in traditional linear R&D models.
