Amazon Web Services (AWS) and the Loudoun County Board of Supervisors reached a preliminary agreement on October 20, 2026, dubbed "Project Potomac Promise," to eliminate planned data center development on the former George Washington University Virginia Science and Technology Campus in Ashburn, Virginia. Under the terms, Amazon will withdraw its data center applications and waive related litigation, donating approximately 25 acres of land valued at $65 million to Loudoun County alongside a $5 million contribution to the local housing trust fund. In return, the county agreed to fast--track rezoning on the remaining 97 acres retained by Amazon to permit high--density mixed--use and residential development.
